WHATSAPP API COSTS
WhatsApp API Pricing Explained: Meta Charges and Platform Fees
Your WhatsApp Business API bill has two parts: what Meta charges per message and what your platform charges. Here is how each works and how to estimate costs.
QUICK ANSWER
Since July 2025, Meta charges per delivered template message, with rates set by template category (marketing, utility or authentication) and the recipient's country. Replies within the 24-hour customer service window are free, and utility templates sent inside that window are free too. On top of Meta's charges, your platform charges a subscription or campaign fee, and GST applies. Check current rates before budgeting.
01
Understand your bill
Knowing what Meta charges versus what the platform charges helps you compare providers fairly.
02
Use the free windows
Service replies and in-window utility messages cost nothing from Meta, so fast responses also save money.
03
Send fewer, better templates
Marketing templates cost the most, so targeting interested people is the biggest lever on cost.
The two parts of a WhatsApp API bill
When you use the Official WhatsApp Business API through a provider, you pay for two things:
- Meta's charges: what Meta bills for delivered template messages.
- Platform charges: what your provider charges for the software, inbox, chatbot, automation and support.
GST applies on top. Some providers pass Meta's charges through at cost, others add a markup per message. Ask clearly how each is billed.
How Meta charges: per message, by category
From 1 July 2025, Meta moved from conversation-based pricing to per-message pricing. You are charged when a template message is delivered. The rate depends on two things:
- Template category: marketing, utility or authentication.
- Recipient's country code: rates for Indian (+91) numbers differ from other countries.
In general, marketing templates cost the most, while utility and authentication cost less. Meta also offers lower utility and authentication rates at higher monthly volumes, counted across your business portfolio. Meta updates its rate cards from time to time, including a change to India's marketing rate from January 2026, so always check current rates on Meta's pricing page or with your provider.
What is free
- Service messages: when a customer messages you, a 24-hour customer service window opens. Your non-template replies inside that window are free.
- Utility templates inside an open window: also free.
- Free entry point: if someone messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action and you reply within 24 hours, messages are free for 72 hours.
This is why fast replies matter. Answering an enquiry within the window is both better service and cheaper.
Billing currency in India
Meta has been moving eligible Indian businesses to billing in rupees (INR). If you are billed through a provider, they handle this, but it is worth confirming which currency your Meta charges are in.
Platform charges
Provider pricing varies widely. Common models include a monthly or annual subscription, a per-campaign fee, per-agent seats for the team inbox, and add-ons for chatbots or integrations. When comparing, check:
- Whether Meta charges are passed through at cost or marked up
- How many agents and numbers are included
- Whether chatbot, Google Sheets or CRM integrations cost extra
- What support you get: email only, or phone and WhatsApp help from a real person
How to estimate your monthly cost
- Step 1: Count how many marketing, utility and authentication templates you plan to send.
- Step 2: Multiply each by the current Meta rate for Indian numbers.
- Step 3: Add your platform fee.
- Step 4: Add GST.

The biggest lever: who you send marketing templates to
Because marketing templates are the most expensive message type, the easiest saving is not a cheaper rate. It is sending fewer marketing templates to people who were never going to respond. In the Smart Growth AI Campaign, a voice call first measures interest, and only people who listened 25 seconds or more or pressed 1 receive the WhatsApp template. In Smart Growth AI's illustrative example for 3,00,000 students, WhatsApp went to 3,000 highly interested people instead of 1,00,000, which was a big part of bringing total example spend from ₹2,47,210 to ₹1,00,501.
A simple worked example
Suppose a clinic sends, in one month, 2,000 marketing templates about a health check package and 5,000 utility templates for appointment confirmations, and also replies to 3,000 patient messages. The replies inside the customer service window cost nothing from Meta. Utility templates sent while a window is open are free, while those sent outside a window are charged at the utility rate. The 2,000 marketing templates are charged at the marketing rate. Add the platform fee and GST, and you have the monthly estimate. Plug in current rates rather than old figures, since Meta revises rate cards from time to time.
Common pricing questions to ask a provider
- Are Meta charges billed at actual cost or with a markup?
- Is there a minimum monthly commitment or wallet recharge?
- Are inbox seats, chatbot and integrations included?
- Is support included, and is it by phone, WhatsApp or email only?
Other ways to keep costs down
- Choose the right category. Pure transactional updates should be utility, not marketing.
- Reply fast so conversations stay inside free windows.
- Use Click-to-WhatsApp ads to get people to message you first.
- Clean lists so templates do not go to invalid or opted-out numbers.

FAQ
Questions people ask
How does Meta charge for WhatsApp Business API messages?
Since 1 July 2025, Meta charges per delivered template message. The rate depends on the template category, marketing, utility or authentication, and the recipient's country code. Check Meta's current rate card or your provider for the latest Indian rates.
Are WhatsApp API replies to customers free?
Yes, when a customer messages you, a 24-hour customer service window opens and your non-template replies inside it are free from Meta. Utility templates sent within an open window are also free. Platform fees from your provider may still apply.
Which WhatsApp template category is the most expensive?
Marketing templates are generally the most expensive, while utility and authentication cost less. Meta can re-categorise a template if its content is promotional, so keep transactional updates free of offers to stay in the utility category.
What is the free entry point in WhatsApp pricing?
If a person messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action and you reply within 24 hours, Meta does not charge for messages for 72 hours. This can make ad-driven conversations cheaper to handle.
Is GST charged on WhatsApp API costs in India?
Yes, GST applies to WhatsApp API services in India, on both platform fees and message charges billed to you. Ask your provider for an invoice that shows Meta charges, platform fees and GST separately so you can track costs clearly.
