VOICE OR WHATSAPP?
IVR Voice Calls vs WhatsApp: Which Finds Interested People Faster?
A voice call tells you who is interested by how long they listen. WhatsApp shows them the details. Used in order, each makes the other cheaper.
QUICK ANSWER
IVR voice calls are best for reaching a large list quickly on any phone and finding who is interested, using listening time and press-1 transfers. WhatsApp is best for sending videos, brochures and chat follow-up to people who opted in and showed interest. Calling first and sending WhatsApp only to engaged people usually costs less than sending WhatsApp to everyone.
01
Voice reaches every phone
A recorded call works on smartphones and basic phones, and does not depend on the person having saved your number.
02
Listening time shows interest
How long someone listens, and whether they press 1, is an early signal no message read receipt can match.
03
WhatsApp carries the details
Course videos, fee structures, locations and chatbots follow on WhatsApp for people who are actually interested.
Two channels, two strengths
IVR bulk voice calling and WhatsApp are often compared as if one should replace the other. In practice they do different jobs. A voice call is good at getting attention and measuring interest. WhatsApp is good at delivering detail and starting a conversation.
What IVR voice calls do well
- Reach: a call rings on any mobile phone, smart or basic, in any language you record.
- Attention: a ringing phone is hard to ignore in a way a promotional message is not.
- Measurable interest: listen-duration tracking shows how long each person stayed on the call.
- Instant hand-off: press 1 connects the person to a live agent straight away.
- Scale: for example, a setting of 1,000 calls every 10 minutes with 5 live agents ready for transfers.
Where IVR is weaker: it cannot show a brochure, a video or a fee table, and a 30-second clip can only say so much.
What WhatsApp does well
- Rich content: videos, PDFs, images and buttons in the app people check all day.
- Conversation: people can reply, ask questions and talk to a chatbot or your team.
- Action: forms, appointment booking and Razorpay payment links inside the chat.
Where WhatsApp is weaker: it needs consent and approved templates, marketing messages cost more per message than a voice call in our example rates, and sending to people who do not care can hurt your quality rating.
Cost per message, in our example
In our worked example, IVR was ₹0.19 per call and a WhatsApp marketing message ₹0.89, before GST. These are illustrative rates only; your quote may differ. The bigger point is not the unit cost but who you send to. Sending WhatsApp to every number on a large list is expensive. Sending it only to people who listened to your call is not.
How to use them together
This is the idea behind the Smart Growth AI Campaign:
- A short voice clip, about 30 seconds, goes to your whole list.
- Everyone who answers gets an automatic SMS with a callback number.
- Under 10 seconds listened: no paid follow-up.
- 10 to 25 seconds: an RCS carousel with up to 10 videos.
- 25 seconds or more: a WhatsApp template with course or product videos.
- Pressed 1: connected to a live agent, plus a WhatsApp follow-up.
In our 3 lakh student example, this approach brought the illustrative cost down from ₹2,47,210 to ₹1,00,501 including GST, about 59% less, mostly by not sending WhatsApp to everyone.
Which should you start with?
- Large cold list, need to find interested people: start with IVR.
- Existing customers or opted-in parents: WhatsApp may be enough on its own.
- Admission or sales drive with a deadline: use both, voice first.
Tips for a voice clip that works
Say who you are in the first five seconds, so people do not hang up thinking it is a random call. Mention the one thing the listener cares about, such as a scholarship test date, a free consultation or a limited batch. Keep the language natural, and record in the language your audience speaks at home. End with a clear instruction: press 1 to talk to a counsellor now. Testing two clips against each other is useful too; the AI campaign report shows which clip people listened to longer and which brought more press-1 responses, so the next campaign starts from the better version.

FAQ
Questions people ask
Is IVR better than WhatsApp for lead generation?
For finding interested people in a large list, IVR is often a better first step because it reaches any phone and shows interest through listening time and key presses. WhatsApp is then better for sending details to those people.
How long should an IVR clip be?
Around 30 seconds works well for most campaigns. It is long enough to share the key offer and short enough that interested people listen to the end and press 1.
Can I send WhatsApp to people who did not answer the call?
You can, if they have consented, but it costs more and reaches many people who may not be interested. Many businesses prefer to send WhatsApp to people who listened or pressed a key, and use RCS or SMS for others.
What does press 1 do on an IVR call?
Press 1 connects the person to a live agent straight away. The agent also gets a notification of who they spoke to and which clip the person heard, so they can continue the conversation naturally.
Do voice calls respect DND?
Promotional calls in India have to follow TRAI rules, including DND preferences. In our campaigns, DND or failed numbers are routed to RCS, with SMS as a final fallback where appropriate.
