WhatsApp API does not use one worldwide message rate. Build a realistic estimate from the recipient’s Meta pricing market, message category, delivered volume, platform subscription, users, taxes, and add-ons.

Does every country use the same Meta pricing list? Yes—the same current Meta pricing system is the reference for every recipient. But countries can map to different named markets or regional groups, so the applicable rate is not necessarily the same.
