WhatsApp Quality Rating and Messaging Limits Explained
Your quality rating and messaging limit decide how many people you can reach on the WhatsApp Business API. Here is how both work and how to keep them healthy.
QUICK ANSWER
WhatsApp quality rating (High, Medium or Low) reflects how people reacted to your recent messages, mainly blocks and reports. Messaging limits cap how many unique people you can start conversations with in a rolling 24 hours. Since October 2025, limits apply at the business portfolio level, and you scale up by sending good-quality messages and using at least half your limit within seven days.
01
Know where you stand
Understanding your quality rating and limit tells you how many new people you can reach before a big campaign.
02
Scale with confidence
Meta raises limits automatically when you send good-quality messages and use enough of your current tier.
03
Protect your number
Sending only to opted-in, interested people keeps blocks low and your templates and number in good standing.
Two numbers every WhatsApp API user should watch
If you use the Official WhatsApp Business API, two things shape how far your campaigns can go: your quality rating and your messaging limit. Both are visible in WhatsApp Manager and in most API platforms.
What is the WhatsApp quality rating?
Meta gives each business phone number a quality rating based on how recipients responded to your recent messages. It is shown as:
- High (green): people are engaging well, few blocks or reports.
- Medium (yellow): negative feedback is rising; worth reviewing what you are sending.
- Low (red): many recipients are blocking or reporting; act quickly.
The main signals are blocks, reports and the reasons people give, such as "didn't sign up" or "no longer needed". Recency matters: recent feedback weighs more than older messages. Templates have their own quality too, and a template that draws a lot of negative feedback can be paused or disabled.
What are messaging limits?
Messaging limits cap the number of unique customers you can send business-initiated (template) messages to in a rolling 24-hour period. Replies inside an open 24-hour customer service window do not count toward this limit.
Meta changed how limits work from 7 October 2025:
- Limits now apply to the whole business portfolio, and all phone numbers in that portfolio share it. A new number added to the portfolio gets the portfolio's limit straight away.
- New portfolios usually start at 250 unique customers per 24 hours. The tiers above that are 2,000, 10,000, 1,00,000 and unlimited.
- A drop in quality rating no longer reduces your messaging limit by itself, though poor quality can still affect templates and your ability to scale.
Meta updates these rules from time to time, so check the current messaging-limits documentation or ask your provider before planning a large send.
How scaling works
Meta raises your limit automatically when two things are true:
- You are sending high-quality messages across your numbers and templates.
- You have used at least half of your current limit within a rolling seven-day period.
Once you qualify, the upgrade typically happens within hours. Completing business verification and having a display name approved also matter for moving beyond the starting tier. If you are new and have a large admission list, plan a ramp-up over a few days rather than expecting to message lakhs on day one.
How to protect your quality rating
- Message people who opted in. Bought lists lead to blocks quickly.
- Be relevant. Send course details to people who asked about courses, not to everyone.
- Control frequency. Too many marketing messages in a week annoy even interested people.
- Identify yourself clearly. Use a recognisable display name and say who you are in the message.
- Offer an easy opt-out. A "Stop updates" button gives people an alternative to blocking.
- Reply fast. A shared team inbox helps agents respond to replies while interest is high.
How a smarter campaign helps your rating
The quickest way to collect blocks is to send the same WhatsApp promotion to an entire cold list. A better approach is to filter first. In the Smart Growth AI Campaign, a voice call goes to the full list and the system measures how long each person listened. Only people who listened for 25 seconds or more, or pressed 1, receive the WhatsApp template. Partially interested people get RCS, and those who hung up early get no paid follow-up. Fewer uninterested recipients usually means fewer blocks and a healthier number.
Planning a big send around your limit
Suppose your portfolio is at the 2,000 tier and you have a list of 50,000 parents. You cannot start template conversations with all of them in one day. Options include sending to your most engaged contacts first over several days, which also helps you qualify for the next tier, or using a low-cost first touch such as a voice call to find out who is interested and sending WhatsApp only to them. Replies from customers open free service windows that do not use up your limit, so a campaign that encourages people to message you first also stretches your reach.
Keep an eye on the limit and quality shown in WhatsApp Manager during the campaign, not just before it. If you see quality slipping from High to Medium, slow down and review the template before continuing.
What to do if your rating drops
- Pause the campaign or template that triggered the drop.
- Review the list source and remove contacts who did not opt in.
- Rewrite the template to be clearer, shorter and more relevant.
- Resume gradually with your most engaged contacts.

FAQ
Questions people ask
What lowers WhatsApp quality rating?
Mainly negative feedback from recipients, such as blocking your number or reporting messages, especially in recent days. Sending to people who did not opt in, sending too often and sending irrelevant promotions are the usual causes.
What is the starting WhatsApp messaging limit?
New business portfolios usually start at 250 unique customers in a rolling 24 hours for business-initiated messages. The tiers above that are 2,000, 10,000, 1,00,000 and unlimited. Check Meta's current documentation as these rules are updated periodically.
Does a low quality rating reduce my messaging limit?
Since Meta's October 2025 update, a quality drop no longer downgrades your messaging limit by itself. However, poor quality can still lead to templates being paused or disabled and can stop you from scaling to higher tiers.
Do replies to customers count toward the messaging limit?
No. Messages sent within an open 24-hour customer service window, after the customer messages you, do not count toward the limit. The limit applies to unique people you contact with business-initiated template messages.
How do I increase my WhatsApp messaging limit faster?
Complete business verification, keep quality high and use at least half of your current limit within seven days. Meta then upgrades the portfolio automatically. Plan a gradual ramp-up before big campaigns instead of sending everything at once.
